James Poole is a specialist on behavior disorders and discipline and is the designer of the PASS program. He developed PASS in 1992 to provide an alternative to segregated, levels-system approaches to the education of students with behavior disorders. The Houston ISD acknowledged his accomplishments in educating difficult children with the Special Education Teacher of the Year award in 1993. James also received appointments as Faculty Advisor to Teach for America in 1993–1996 and as Lead Behavior Specialist in Galena Park ISD. As a result of the success of the PASS program, James has been asked to present the PASS approach at area and state conferences on positive approaches to managing the behavior of children with emotional and behavioral disorders. James is married to Dr. Hope Caperton-Brown. They share a passion for positive approaches to behavior management, scuba diving, and their grandchild, Elizabeth.


Dr. Hope Caperton-Brown, co-developer of the PASS program, is a Licensed Psychologist and Licensed Specialist in School Psychology. She has more than 30 years of educational experience as a classroom teacher, school counselor, director of psychological services, psychologist in private practice, and university professor. Dr. Caperton-Brown has presented at national, regional, and local conferences on topics such as positive approaches to behavior management in school settings, the impact of drug/alcohol dependence, neuropsychology in schools, gender identity, effective parenting, anxiety disorders in school-age children, and special education discipline. Her research includes publications on the relationship between drug and alcohol dependence and cooperative behavior. For the last five years, Dr. Caperton-Brown has consulted with and trained schools on the PASS process. Dr. Caperton-Brown was selected as the recipient of the 2002 Outstanding School Psychologist Award presented by the Texas Association of School Psychologists.
